Business Analyst / Process Analyst


Role Overview
The Business Analyst / Process Analyst will support City departments by evaluating business processes, identifying improvement opportunities, and translating operational needs into actionable IT and process recommendations.


Key Responsibilities

  • Conduct current-state and future-state business process assessments
  • Document workflows, requirements, use cases, and functional specifications
  • Identify gaps, inefficiencies, and improvement opportunities across departments
  • Facilitate interviews, workshops, and working sessions with City stakeholders
  • Collaborate with IT staff and consultants to align solutions with business needs
  • Support system selection, implementation planning, and validation activities
  • Ensure process and system changes align with municipal policies and regulations
  • Assist with change impact assessments and transition planning

Required Experience

  • 8 12+ years of business analysis or process improvement experience
  • Experience working with diverse business and technical stakeholders
  • Public-sector or municipal experience preferred

Required Skills

  • Business process modeling and documentation
  • Requirements elicitation and analysis
  • Stakeholder facilitation and communication
  • Analytical and problem-solving skills

Preferred Certifications

  • CBAP, PMI-PBA, Lean Six Sigma, or equivalent
